Pope Nicholas II legally anticipated that times would come when the physical city of Rome would be occupied by adversaries or hostile forces, making a normal, public enthronement impossible.
The Bull explicitly decrees that if war or the malice of men prevents the Cardinals from gathering in Rome for a traditional public election, the Cardinal-Bishops, along with religious clergy and Catholic laity, retain the absolute legal right to elect a Pontiff in whatever location they deem practically safe, even if that location is completely hidden, obscure, or underground.
Furthermore, the document states that a Pope elected under these emergency conditions immediately possesses the full, uncompromised jurisdiction of the Keys, long before he ever physically steps foot inside a Roman Basilica.
